This year is one of incredible change. We find ourselves shifting focus and coming together as a community to navigate the unknown. The Greater Cleveland Partnership (GCP) Business Growth & Development team leverages
the strength of the entire GCP organization and our local, regional and state partners to grow, expand, attract and retain businesses in Northeast Ohio. Our team is comprised of business and economic development experts that serve as trusted advisors for the business community.


In February, we launched GCP INGEAR to serve as a dedicated business resource portal for companies located in Northeast Ohio and for those seeking to establish operations here. With the onset of the COVID-19 economic crisis, we swiftly modified INGEAR to also serve as a triage platform for our businesses to navigate the crisis. Flexible, fast, efficient and effective response to the business community is our focus – and INGEAR delivers. In September, we are launching the GCP Business Growth Services INGEAR Committee. The committee will provide guidance and support to the GCP and our partners. Industry leaders will identify needs and opportunities that will shape our suite of services, accelerate our economic recovery and define our business growth and development program priorities and objectives.
 

We are pleased to share the inaugural INGEAR mid-year report with you. We hope to provide you with an increased understanding of our team’s work and the support GCP provides our businesses – all sizes and all industries. While we continue to address the immediate needs of businesses during this unpredictable time, we know it is equally important to focus on how both our businesses and the entire community moves forward.

Executive Summary

GCP’s INGEAR site was launched in February 2020 in direct response to Greater Cleveland business community's request to create a dedicated business portal for industry growth, business expansion, attraction, and retention. INGEAR is a comprehensive, interactive economic development resource for all businesses – from sole proprietor to Fortune 500.

 

Immediately following Governor DeWine’s response to the pandemic, GCP established our INGEAR COVID-19 Resource Portal on March 17th. Over the course of the next 12 weeks the site registered over 18,000 users spanning 37 states and Canada.

We secured over 250 responses to our COVID-19 Business Impact Survey

Created a nonprofit resource page in partnership with Cleveland Development Advisors, The George Gund Foundation, and other foundation partners

Convened our private and public partners and hosted numerous webinars on the CARES Act, Manufacturers Switching Gears, and more.

Now we remain focused on recovery, supporting Northeast Ohio businesses with our newest site portals – Employers Now Hiring & B2B Matchmaker.

1. Business Outreach and Engagement Services

We focus on building long-term sustainable relationships with the businesses that call Greater Cleveland home. In 2020, our Team will conduct Business Outreach and Engagement visits (virtual and on-site) with more than 1000 companies in our service area. GCP’s business retention, expansion and attraction (BREA) outreach is focused on learning firsthand about your business needs and how to best deliver results for your success. We serve as your point of contact to the broader economic development system and Greater Cleveland business community.

2. Project Management

You can count on GCP to serve as your engaged, trusted advisor for all retention, expansion and attraction opportunities and activities. The GCP Team serves as your centralized point of contact for activities and engagements with all our public and private partners. In 2020, our goal is to identify more than 60 new business, retention, expansion and attraction leads and projects that will stimulate more than 2900 new jobs in Greater Cleveland.

3. Access To Resources

GCP provides our businesses with the expertise and advice needed to access the myriad business resources, both monetary and non monetary, that will help you grow and thrive in Greater Cleveland and the region. Our Team identifies private and public resources that are best suited to support your unique needs - from real estate and site location, machinery and equipment financing, industry research and development, workforce and talent, energy solutions technology and more. We will exhaust every viable solution to help you achieve your goals. In 2020, we will manage more than 500 business resource referrals to our private and public providers to address our client’s needs and accelerate solutions.

By The Numbers

Cleveland Development Advisors (CDA), an affiliate of GCP’s Real Estate division, is Northeast Ohio’s leader in providing real estate financing, technical expertise and specialized tools to developers, businesses and community groups.

In 2019 CDA invested in 12 projects in 6 neighborhoods across Cleveland resulting in $91.7 million in total development and over 170,000 SF of real estate. The projects ranged from financing for the redevelopment of vacant industrial space into an arts and culture hub for the Clark-Fulton neighborhood, construction financing for phase two of The Quarter in Ohio City, and a new credit facility for Village Capital Corporation to provide flexible capital and leverage its dollars for even more neighborhood development. In the first half of 2020, CDA closed on projects across 3 neighborhoods including financing to facilitate Providence House’s expansion to the Buckeye neighborhood, creating space to serve an additional 300 children annually. Like GCP, CDA pivoted in response to COVID-19, developing a new grant program for small business assistance in the Glenville, Buckeye-Kinsman and Clark-Fulton neighborhoods and worked closely with borrowers to build payment deferral plans as necessary. CDA continues to seek new sources of patient and flexible capital to further its mission, “to identify, position and invest in catalytic, strategic and transformational projects that promote inclusive, thriving neighborhoods and economic growth,” including its continued efforts to capitalize the $50 million Opportunity CLE Loan Fund. Infinium Walls - New Construction

- 130,000 SF Facility

Infinium Wall Systems is a glass manufacturer that assembles and installs glass walls for the office sector, providing in-house engineering services, as well as fabrication (cutting glass and aluminum), then ship the finished product to be installed.

The Vallejo Company

The Vallejo Company is a Cleveland based, underground utility construction company. Vallejo is a certified Female Business Enterprise (FBE), Disadvantaged Business Enterprise (DBE), and Cleveland Small Business (CSB).

The Sherwin Williams Company

GCP worked closely Sherwin Williams corporate leadership, its consultants and all public and private partners to retain the HQ and R&D center of this global icon in Greater Cleveland.

Site Selection

Opportunity CLE

Opportunity CLE represents a collaboration of six regional stakeholders focused on promoting and supporting transformational investment in Cuyahoga County's 64 Opportunity Zone census tracts. Partners include the Greater Cleveland Partnership and real estate development affiliate Cleveland Development Advisors, the City of Cleveland, Cuyahoga County, Fund for Our Economic Future, and Cuyahoga Land Bank, as well as philanthropic involvement from the Cleveland Foundation and George Gund Foundation.

The collaborative’s website and online portal – OpportunityCLE.com – provides a platform for project developers in federally-designated Opportunity Zones to connect with potential investors, and for investors to learn more about investment opportunities. Opportunity CLE partners also provide additional support and resources for interested parties seeking assistance with the Opportunity Zone initiative, which offers tax breaks to investors who help finance long-term development projects/improvements in areas where traditional development financing can be challenging.

Energy Solutions

GCP’s Energy Services are focused on helping business increase efficiencies, enhance sustainability and decrease and manage costs. Our team of energy advisors consults on natural gas and electric procurement, risk management, infrastructure development, sustainability programs, regulatory and legislative issues, financial solutions, a full slate of rebates and connecting you to a network of local contractors for project implementation.

Talent

As a result of an outreach call to leadership at a local Amazon Fulfillment Center, the GCP INGEAR Employers Now Hiring page was launched March 20, 2020 just two days ahead of Ohio’s mandatory shutdown of non-essential businesses in response to the COVID-19 pandemic. GCP recognized that hundreds of companies deemed essential businesses would be seeking to hire displaced individuals. Today more than 60 companies are listed on the page that continues to grow as a service to Greater CLE employers and job seekers.

Public Sector Coordination

Greater Cleveland Civic Connection

Beautiful public spaces, smart transportation systems, wise waterfront development, and a healthy lake and river don’t happen at the hands of just one single entity. Massive coordination efforts are needed for such large-scale initiatives, and Greater Cleveland Civic Connection – a program of GCP – helps to facilitate that synchronization with key private-and public-sector leaders to grow our region’s economy, maximize job creation, and leverage infrastructure improvements. Civic Connection public sector partners include the City of Cleveland, Cuyahoga County, the Greater Cleveland Regional Transit Authority (RTA), the Port of Cleveland, and the Northeast Ohio Regional Sewer District. Together, these agencies routinely invest upwards of a billion dollars annually in roads, bridges, utilities, transit, and maritime infrastructure that support business health and quality of life.

Regional Tax Reform: Bolstering Cleveland's Competitive Edge 

In 2019, GCP released the Cleveland Benchmarking Analysis, which illuminated Cleveland’s higher local tax burden compared to a group of benchmark peer cities, revealing a threat to our region’s competitiveness. In response to findings, the GCP Advocacy team sought member input, analyzed the tax system as a whole, and studied tax reform efforts in other cities like Nashville, Louisville, and Indianapolis, learning about the challenges that come with transformational change.
 

As additional levy requests surfaced, the GCP Advocacy team was successful in raising the bar for individual agencies seeking levy support, requiring proposals to demonstrate a unique and compelling contribution to our economy, a severe and urgent societal need or a more creative approach to achieving objectives.


The team went on to meet with upwards of 50 leaders in public & political offices, philanthropy and economic development, and community and labor organizations to gain feedback and perspective about the future of our region and continue to gain critical commitments from regional leaders about the need for reform. GCP gained, for example, critical commitments to examine future county health and human services expenditures in an ongoing effort to gauge progress of current levies.


The Advocacy team continues to encourage community-wide discussion about structural reform and to set a standard for future levy requests that will bolster our region’s competitiveness.
